When you reach the cemetery section, as you cross the other side of the bridge, turn left and go down to find a path that turns towards where the Puppet Soldiers are located. Kill the two soldiers and then loot the corpse hanging from the ledge to find this item.

How to use the Puppet Soldier Ashes in Elden Ring?

Like many red-eyed summons, they do not follow you and immediately attack nearby enemies.
If they are hit too much, they start shooting arrows sporadically in a 360° animation. (Unless you are nearby or the target is a large enemy, most of the arrows will miss their target).
