You can buy them from :

Weeping Peninsula, an isolated merchant sells it for 3,000 Runes. He can be found in his hut at the westernmost point of the Weeping Peninsula.
Isolated merchant Raya Lucaria for 4,000 Runes. From the grace site at the main gate of the Academy, cross the blue seal at the bottom of the hill to the east, then head south.
River hermit merchant Ainsel for 3000 Runes
Isolated merchant wheelbarrow for 5,000 Runes each. (2 are available)

You can find them in several places:

One is located at the foot of the waterwheel elevator, at the top of the cliff, at the Raya Lucaria Academy, near Grace's school classroom. (After taking the elevator, jump onto the crystals to the west.)
In Sellia's refuge, at the back of the first large open cavern with giant purple crystals that the player passes through. It will be on a corpse. Beware of the Revenants here, guarding it and other items.
In the ruin-strewn Precipice: in the area with 2Singing winged ladies. Look for the ledge behind the wooden platform.
They can be found in the first chest past the Skeletal Militia in the Sage's Cave on the Altus Plateau.
One can be found near the northwest gate, which is locked from the outside. In Leyndell, the royal capital.
They can be found in Leyndell's slum sewer tunnels (not underground escape routes). Past a few rats and small enemies, at the end of a long, straight tunnel, otherwise empty, containing the lost ashes of war and a hanging wall. Crawling Finger is the enemy guarding it.
In the Underground Escape Routes: One can be found on a corpse outside the Manure Eater. The cell beneath the royal capital. Beware of the Crawling Finger that emerges when you retrieve the item.
One can be found on a corpse on the narrow ridge of the Giants' Peaks after the enemy whip.
You can purchase one from the Merchant imprisoned inside the Mohgwyn Dynasty Mausoleum for 5,000 Runes.

How do I use Lost War Ashes?

Lost Ashes of War can be used to duplicate Ashes of War
It doesn't provide any kind of affinity per se.
Players must take it to Master Blacksmith Hewg of the Round Table to duplicate more Ashes of War.
Ashes of War obtained through player trading will not appear in the duplication menu at Master Blacksmith Hewg.
