The Cracked Spiked Tear can be found on an altar next to the Erdtree minor in Misty Woods with the Split Green Crystal Tear.

It has been observed that it stacks with the Roaring Medallion when you use charged heavy attacks after executing a War Cry.

You can find Crystal Tears at the bases of the Minor Erdtrees and elsewhere in the between-earths.
On the sites of grace, you can mix two crystal tears in the Bottle of Wonderful Medicine (this will allow you to create elixirs with various personalized effects).
