the parcel is in the second office from the director of Tarcone, in the red warehouse west of Customs.

You need the key to the director's office in Tarcone to access it.

Once inside, look for the package on the floor to your left. You must escape alive for the quest to be completed, otherwise you will have to retrieve it again.
