The key to dormitory room 303 can only be found on scavs.
You'll find key ZB-014 on the desk in room 220 of the 3-storey dormitory.
The military checkpoint key is located next to the dead Scav on the couch in the boiler room building east of the Customs area.
The key to the service station storeroom is on the floor below the service station manager's office in Customs.
