The Fevor Manual (2) can be purchased from a lone merchant on the east path, just after entering the Raya Lucaria Academy, for 3,500 runes.
To get there: from the main gate of the Academy, head east across a bridge overgrown with vegetation and inhabited by a pack of wolves. The merchant is located a little further on.
