There are several sightings of the secret ingredient in TerraGroup offices on the streets of Tarkov.
One of the appearance points needs a key to the TerraGroup conference room:

First appearance
Enter the building. Go to the TerraGroup meeting room, directly on the left. You'll find the vial on the shelf at the back right.

Then go to the office on the far left. You'll find the vial by the telephone.

Take the stairs, then enter through the door that's already open. Turn left and the office is in the back left-hand corner. The bottle is in the file organizer.
