You must take an MS2000 Beacon from your inventory.

You can buy them from Prapor.

Then in Customs you will have to go to the west side of the map.

You have to go to the building called:

You can find this building on the map:

There will be an ambulance and the beacon must be dropped off. Hide yourself while the countdown is done so you don't get killed (otherwise you'll have to start over).

TIPS:

For your beacons, put them in your Poutch so you don't lose them and have to buy them every time!
