In the drawers
In floor caches
In buried barrels
In the drop boxes
In a tent near the lumberjack camp in the Woods (there's a dedicated appearance point where you can find up to 2 USB flash drives at a time).

For the start of the game, look as far as possible at the front of the PCs on Customs, otherwise on Interchange, there may be quite a few.

At a campsite located near the Customs buildings (which include two-story dormitories), there is a spawn point specifically designed to allow players to obtain a maximum of two USB drives at the same time.
