To complete this quest, you must deliver 2 Bulletproof vest 6B43 6A Zabralo-Sh (Digital Flora):
The first bullet-proof vest must be delivered with a durability of between 0 % and 75 %
The second with a durability of between 75 % and 100 %.
You don't need ballistic plates, as the durability of the vest depends on the condition of its inserts.
Since friendly fire is always enabled, you can have a friend shoot at your bulletproof vest to damage it.
For this solo quest, another method is to let yourself be killed by the snipers outside the playable area. You can insure your vest with Prapor to get it back in about a day to a day and a half, but insuring it with the Doc will be faster. You may need to repeat this process several times with the same vest to achieve the required durability.
