There's a chance of pop and a spawn link for goons depending on the map, and they're not present on all maps. Here are the available maps:

Customs

Spawn chance = 12%

Spawn at the fortress.

Woods

Spawn chance = 15%

Spawn in the Scav bunker.

Coastline

Spawn chance = 15%

Spawn at the weather station.

Lighthouse

Spawn chance = 19%

They can spawn in the cabin and the place where the water is treated (building with the rogues).
