You need the “Construction Machinery Key”, which can be found on scavs or in all jackets in the game.
(In French it is: memory gear key above). Tarkov is in update so the image comes from the fandom :).
You can find the key in one of the rooms of the Grand Dorms, a place where you have to jump:
You can also wait for someone to open the construction machine.
The construction machine is in customs, right in the middle of the map in the area under construction.
The machine is a clearly visible yellow tank truck, you need the key to open the door on the left.
It is necessary to recover the pocket watch which is under the seat and in front of the pedals of the truck.
When it's done you must leave to extract yourself alive and give the pocket watch to Prapor.
