You need the dormitory key for room 114 to unlock the door.
That's where you'll find the carbon briefcase.
The room key 114 can be found by looting dead scavs or jackets. You can also find it in drawers or simply buy it at the flea market. This key has a chance of appearing in a jacket in the car trunk at the military checkpoint on Douanes.
Once you've obtained the key, head for the two-storey dormitory building. You'll find room 114 on the second floor. Unlock the door and you'll find the carbon case on the safe.
