To find spark plugs and car batteries, I recommend Exchangerthere are quite a few:

Batteries and spark plugs are usually found on the shelves at OLI (DIY store).
In the Goshan / гошан, batteries and spark plugs are usually found on the shelves south of the large brazier.

You can also find them in sports bags.

If you have a lot of rubles, you can craft car batteries in the hideout using the level 2 workbench, but it's not profitable. You might as well do scav runs in Echangeur.

Spark plugs are often found in drawers. The Military Base The Knight and Queen buildings and the underground offices are full of filing cabinets, making them ideal for looting.
