De-icing pellets can be found in many different places:

In the Giant's Treasure Peaks, two defrosting pellets can be found on a hidden corpse on a cliff behind an enemy.
On the Summits of the Giants, 2 are found on a corpse at the edge of the cliffs behind and below Montée hérétique.
On Castle Sol: Three defrosting pellets can be found on a corpse in an area between two buildings accessible via the wooden walkways in the courtyard. Another can be found on a corpse hanging from a wall outside the church.
10 defrosting pellets are sold by the Hermit Merchant located in East Giant Peaks for 1,200 Runes each.
