The Owl Post functionality remains initially locked to the menu in Hogwarts Legacy. Indeed, once you become familiar with the many corridors of Hogwarts castle after settling into your house, you will discover the mechanisms and main menu functions that are blocked. For Owl Post, just like for other skills such as talents, it will be necessary to have advanced in the main story. Here's how you can start using it and how it works.

What is Owl Post?
Befriending all sorts of people around Hogwarts, sometimes NPCs in Hogwarts Legacy send you Owl Posts, which can be accessed by going to the Field Guide and clicking on the Owl Post section, which is just between “Quests” and “Settings”. These mails contain requests and/or updates from friends or teachers, offering to meet them somewhere to start a new quest or just to hear from you, as friends.
How does Owl Post unlock?
You'll start getting access to it soon after you beat the troll in your first mission with Natty or Sebastian in Hogsmeade. Professor Fig. will be the first person to send you a letter by owl. You'll be prompted to open it by pressing the left control stick (L3 on PS4/PS5), so you can check your mail without having to search through menus, saving you time.
Accessing Owl Post seems fairly straightforward in Hogwarts Legacy, as a notification pops up on screen whenever a new letter is received. Admittedly, it's not as exciting to read a text in a menu as to receive a real letter from one of the iconic owls like in Harry Potter, but it's still a nice feature to keep you up to date with the side quests and other activities.
However, as for the post office that you may have already noticed while visiting Hogsmeade, it seems that the NPC there cannot be solicited. It may be a way to send letters to other NPCs, but for now the post office is just a place to explore.
