Shards of starlight are usually found in front of stone astrolabes:

x1 Found on a stone astrolabe near a cliff on the Peninsula of Tears.
x1 Found on a stone astrolabe southeast of the Map Fragment in Limgrave. Head southeast from the Lake Agheel Site of Grace toward the top of a cliff, and you will see the astrolabe.
x1 Found on a stone astrolabe at the westernmost point of Stormhill, on the edge of the cliff, almost directly south of the Stormhill Cabin grace site.
x1 Found in the cellar of the Waypoint Ruins, awarded by the Witch Sellen during her quest if you ask her to inquire about Master Lusat and choose to do so after locating him in Caelid.
x1 Found in front of a stone astrolabe northeast of Caelid. Near the Bestial Sanctuary.
x1 Found a little east of the Plague Church, near a small pond just in front of the stone monument.
x1 Found near a stone astrolabe in the southwestern area of Caelid. West of the Caelid Road, south of the Grace site.

x1 Found on a stone astrolabe on one of the cliffs east of the Liurnia of Lakes region, south of the Artist's Hut, overlooking the fog-covered Academy Gate town and Gate Town Bridge.
