To learn the bombarda spell, you will have to do a quest given by Professor Howin in Hogwarts Legacy. You will first have to have taken its course.

How to get the Bombarda spell?
Complete Professor Howin's Quest: Capture Magical Creatures, Dirico, and Purple Giant Toad.
After taking the first class with the teacher, he will ask you for a giant purple toad but also a dirico. After the All Fire All Fire quest, he asks you to save two creatures and bring them to the Room of Requirement.
Once the quest has been received, you just have to activate the quest follow-up to know exactly where to find your two creatures. On the map will be displayed the place where they are.
Find the address:
It is necessary to teleport to "the west of the valley of Hogwarts". On the map just zoom in to see the location. Once at the location, just do a levioso on the creature and then use your bag. If the creature escapes, just run after it to cast the Levioso spell on it again and try your luck again.
Find a Purple Giant Toad:
You have to go north of the Aranshire teleport point. And do exactly the same as for the Dirico
Speak with Professor Howin and obtain the spell: Bombarda
Bring the creatures back to the professor and you will then get the bombarda spell.
